One company admin in each company for single sugarcrm beside central admin

I need help for the title above.

Can sugarcrm admin set for one user in each companies to be an admin? The admin in company functions only works within companies modules/tab/etc.

Did the features available in SugarCRM Enterprise? If yes, what is the module called?
