how can you hability to address https://ip:443/sugarcrm ? because i need to open sugar for https.

It's an apache thing.
You must configure your apache (or IIS) to accept ssl-requests.
In XAMPP installations e.g. you have an \apache\conf\extra\httpd-ssl.conf file with a statement

Listen 443

whicht must not be commented out.
