Default Opt-Out link in Email Campaigns

I am a little confused how the opt out link works when sending out email campaigns using the campaign wizard. I have sent out multiple email campaigns using the campaign wizard to the same target list. However, targets who have opted out in a previous campaign are recieving the new email as well.

Is it possible to create a new campaign with an existing target list and have sugar automatically skip over those targets who have opted out?

I have the same issue / question. One campaign cannot be used to send a series of emails for example every month because it automatically prevents users from receiving a mail from the same campaign twice.

However when a user opts out from one campaign it does not stop new campaigns from emailing them!?!

How are other people dooing this?
