Outbound mail in UTF-8

Hi,
I tryed seraching for a solution but no luck...
The problem is that outlook dosent show received email in UTF-8 (other email viewers show the "č" letter correctly).
I send email through the campaign module and in admin->e-mail settings my charachter set is set to UTF-8.
Followed also SugarCRM wiki and I have everything set to UTF-8 (<sugar_root>/config.php -> 'default_charset' => 'UTF-8', <sugar_root>/include/language/en_us.lang.php -> 'LBL_CHARSET' => 'UTF-8', <sugar_root>//include/phpmailer/class.phpmailer.php -> $CharSet = "utf-8

Any suggestions what should I do?
Im running the latest version of sugarcrm community edition. Im willing to set utf-8 in a file manualy (if anyone can tell me what to "hardcode") everytime I upgrade crm, I just want to find a solution

Some more info... maybe it might be helpfull

if I look at the source code of the message in outlook, it says its in UTF-8, but if I look at view->encoding manu in outlook, the US-ASCII charset is set... How to novince outlook to encod it as UTF-8 ?
