Pipeline works for some users, but not all

Here's my server info:

Windows 2003 (All updates)
Sugar OS 4.5.1.g
Running IIS 6.0
PHP 5.2.0
SQL Server 2005
Teams OS 3.2

I've got a very strange issue. I've looked, and I can't seem to find anything on it, but if people have other threads that talk about this, please point me in the right direction. We have about 140 users of our system. For some users, the My Pipeline section of the home page works perfectly. For other users, it shows nothing in the pipeline at all, even if they have opportunities showing in the My Top Open Opportunities section of the home page. Clicking "refresh chart" does nothing, and clicking the pencil icon to update the dashlet doesn't do anything either. There doesn't seem to be any pattern between who the pipeline works for and who it doesn't.

I'm not sure where to even look to start trying to diagnose this problem. I'm a ColdFusion web developer by trade, so I'm unfamiliar with PHP, but comfortable with the database and can hold my own looking through the code.

Rob, can it be that users have no flash plugin installed?

No, unfortunately that's not the issue. I can login as different users, and for some of them it works, while for others it doesn't work, and I'm using the same browser.
