Problem getting outbound email working

Sugar Version 5.0.0g (Build 3391)

I’m having a problem getting outbound email working. I have tried SMTP to both my MS exchange server and to my gmail account. But I haven't got ether to work yet. All I have been able to find to this point is the sugarcrm.log in the root web folder.

Fri Aug 15 15:29:17 2008,658 [24399] FATAL SugarCRM - SugarPHPMailer encountered an error: SMTP Error: Could not connect to SMTP host.

OK I have an update.
I have now ran a TCPDUMP when testing both inbound and outbound email settings and the system never even trys to connect to my mail server. Please any help here would be great. where should I look next?
