What's odd is that if you use an Email Template in a campaign, and add a Tracking URL and an Unsubscribe URL, then the query string is preserved.
If you're using the email template in a campaign, then just create a new TRACKER with the URL you need and then add the {trackername} code to your email where you want the link to appear. Or use the {trackername} as your 'href' (i.e. <a href="{trackername}">Take Survey Now</a>).
I tried it on one of my test campaigns and it works with your URL. In addition, you'll get to track click-throughs on the link.
