Problem with login page after install

I just installed sugarcrm 6.0.2 on my system. Everything installs fine with no errors except not using the curl and IMAP addon with php. However, once the program redirects me to the login page. All it shows is the legal disclaimer at the bottom. The login and password fields are missing. I have tried reinstalling twice and rechecked permissions. I am not sure what is causing this issue, any help would be great.

It's a permission issue. Group and owner must be wrong set for the folders created by SugarCRM installer. Setting them to the right group and owner will solve the problem.
