problem when downloading a excel file in Internet explorer

hello again, this issue is few more general, but I think you can help me...
I implemented the possibility to upload documents in internet from sugar.
This works properly, but now, when I try download these documents, I can download them properly except excel files, that Internet Explorer try open as .rar

However, in mozilla or chrome I can download all files properly, including excel files.
why can be this? I have read that this is a bug of internet explorer with excel files... but I'd like to listen your suggestions..

This issue has to be solved at the user side.
On Internet Explorer go to: Tools > Internet Options > Programs tab > Click on "Define Programs".

Then here you have to link excel with its extentions.

And do you know if safari browser has this bug too? I have tested with mozilla and google chrome and it works properly, but I don't know if with iphone or similars we will have the same bug...
