Prune Database Not Running

I am running SugarCRM 4.5.0h. I have noticed my sugar database in MySQL is getting big. I went into admin -> scheduler -> Prune database.

Here are the details:

So this task inst running, never has, how do I get it to run? My emails table is getting quite large 85 megs and wondernig if that will be cleared out with this pruneDatabase?

Also I noticed when you dlelete leads, notes, emails, they acutally are not deleted out of the database. They are simply falgged with a 1 in the field deleted. What process acutally goes and cleans and deletes them?
