Question/Problem using "QUICK CREATE"

I have edited the Layout for the Quick Create screen ... but I don't see that screen anywhere to use it. I DO see a mini-screen in the Left-Margin (side view) that I thought was the Quick Create entry, but that one does not show the changes made to the Quick Create form ... in the Left Margin the fields still are Name, Description, and Assigned To.

I believe the Quick Create is when you click on "Create" in a subpanel.
