I've looked into this quite a bit. It would certainly be possible to do it yourself with the QBWC. But it would take some programming both on the quickbooks side with XML and on the Sugar side by talking to the web connector. There are some options though. Talend Open Studio has done some work connecting the two. I was going to go down that road but we had already started with RPS and their QConnector product.
I can tell you they are a good company to work with. It is true their are only the quotes to work with but we've developed a pretty good system with that and with very little buginess it's working pretty well. RPS can also customize Qconnector to your needs. I've developed and Accounts Payable module in Sugar and RPS will setup Qconnector to transfer that data to Quickbooks. We are using the Sugar Enterprise version and Quickbooks Enterprise 8.
Qconnector is pretty inexpensive and RPS was great getting us going. I'd suggest giving them a call before you spend much time doing things yourself.
Also look at the Talend Open Studio, it offers a lot.
