I want to setup a "Service" in Sugar and also be able to manage "Task Templates."

This way I can create Task Templates that are used frequently, and assign them to different Services.

As an example if I want to sell a website for $399 that includes A, B, and C, I would create 3 Task Templates, then I would create a Service called "$399 website."

Now, anytime I get that order I can associate the $399 website Service to that Account and the tasks would be automatically assigned...

Does this not exist in Sugar or as a Sugar plug-in? I built something like this homegrown in a previous position, and want to apply that same logic via Sugar.

No, not as out of the box functionality. Have a look in the Developers Guide for some insights into the product architecture for any custom code you build.
