Removing delete doesn't remove delete!!

I have a requirement to remove the delete functionality from our users, globally.

I have created a role and removed the delete rights. Assigned the role to my user.

I lose the delete button in the module (say accounts) but it's still there in the list view! Is this a bug?

I think the button remains but you can remove the ability to delete.
