Reorder Subpanels (not subpanel data)

Anyone know how change the order in which subpanels show up for a given module? I'm not referring to the order of data within any subpanel rather the subpanels themselves. As an example in the Accounts tab I'd like the Opportunities subpanel to show first, the Contacts subpanel to show next, the Activites subpanel to show next etc.

Hello,

As long as the Admin has not checked off the 'Prevent user customizable subpanel layout:' from the System Settings, you should just be able to click and drag the subpanels in the order you want within the Account Detail view.

Understand and I do have customizations turned off. I was hoping to change the subpanel order system wide for all users.
