This is not a built-in feature. You would have to add it via some custom programming.

Most likely both or perhaps a combination of a custom controller and customizations to the Tasks area.
You'll need someway for a user to specify the frequency when creating the Task and you'll also need something that interprets that input into the corresponding tasks for the future occurrences.
