Report Module issue

Hi all!
I am having an issue with report module , admin are able to create report but for users available for selecting a query are not available for the users , i am using pro 5.1a on windows system

Check the rigths of the users, if they're able to access to modules which want doing a report.

But there is no role management for modules on which users are trying to create report means users have permission for those modules.

any other solution for this problem ?
