I do have an upcoming proof of concept re. reports and privileges (5.1 pro). What I want to (but apparently can't) achieve is a very simple thing: privileged users should be able to create reports that can be run and modified at runtime by normal users. But users must not create new reports and must not change definitions of existing ones.

Scenario 1: I create a report as admin and admin team - no one else even sees the report
Scenario 2: I create a report and assign it to team global (just for simplification reasons). Now everybody can see and run the report but everybody can duplicate it and thus create new ones.
Scenario 3: I assign user x to a role that has the (report) edit right set to "owner". This very user can still create a report via duplication but the results do not show (without any further comment). If I run the same report as admin everything is fine. Even after a new login of user x (the report is shown as his) the result is no result.

Does anybody out there know how this works? I believe the requirement is nothing out of the ordinary.
