Are you able to reproduce this issue logged in with any user, even old ones and new ones?

Correct, no matter what user I log on as it does not have the save button, but I did not try a new user but that wouldnt help me because it was an existing Sugar install I just upgraded and if I created a new user I would have to re associate everything, not ideal for me but if you want me to try I can. Right now I have 2 instances running and we are currently pointed to the old 4.5.1 install because I have a long list of items not working, this is just the start of it.
I do not have anything under custom but here is the other php file you were looking for

It seems there is nothing weird on your file.
Go to Admin -> Repair -> Quick Repair and Rebuild
Let us know if you face any news.

Yep already tried that too. no go I actually repaired almost everything in there but still nothing having same issue under close meeting I don't have a save option after I tell it that the meeting has been held but like I said a I have a long list of items so maybe if we are able to get the first item it will shine light in the rest.
