scheduler for inbound mails

Hi ,

i am able to recieve mails using pop3 by using "check my mail" . i am now trying to use schedulers to recieve mails.
for schedulers i have made .bat file with the following -
cd C:\sugarcrm-4.2.1a\htdocs\sugarcrm
C:\sugarcrm-4.2.1a\php\php.exe -c C:\sugarcrm-4.2.1a\php\php.ini -f cron.php

and scheuled window scheduler for 8min.
i even have created new scheduler job as refreshjobs which run every min.
but i am not able to recieve mails using schedulers.
in admin->schedulers i found job log as Failed
and in sugarcrm.log i got error -
[504] FATAL SugarCRM - -----> Scheduler got a bad execute time:

i am using -:
win xp
sugarcrm-4.2.1a

can anyone plz help me out whats the problem in it is??? as i am new to sugarcrm and php , things have gone more worse.
