I created a user role where all settings are tagged 'None' for every availeble moduele, except for the List and View tag (those are tagged Default).
This configuration indicates that users, given this role, can only list and view records in the availeble modules.

This test user im using has only one role and he is still able to remove History, Contacts, Cases etc from an account. He actualy cant delete accounts it self or existing contacts, but he shouldn't be able to remove notes, emails etc that are attached to accounts or contacts.

Your use case does make sense. I'll work on getting that into the schedule to address this issue, It will most likeley check the Edit Access for the record and determine if that is available or not.
