Self editing panel titles

I have "redesigned" the views of the Accounts module but the panel titles keep changing. A panel title may show up multiple times or on the wrong panel.

After editing, I "Save and Deploy". Is there anything else I can do to prevent this?

We are a non-profit that provides internships for many very young and troubled youth. My goal is to simplify the Accounts (renamed) edit form as much as possible since the original form was proving more than a bit daunting for them.

I have separated the fields into more panels and created one custom field as you can see on the attached screen shot.
