Setting Up Pop3 Email Issues

I tested the POP3 setting for my Exchange Service based email and got it to work on Outlook 2007. My provider says we need TLS for the outgoing server, not SSL. How do I add TLS for the outgoing server? When I try using SSL when testing trhe email settings it never timesout, when I just try to save the settings it gets stuck on the screen shot below.
