Should Accounts be created when I import Leads?

Version 5.1.0b (Build 4905)

Not sure if this is a bug or not, but when I last import leads into my SugarCRM system it also created "related" Accounts for me automatically. Not just the Accounts, but it also related them to the Leads. Is this a new feature of 5.1? Should this been considered a bug?

Here's a bit more detail: During the Import Process

"Last Import: Leads" page --> Listing view is not showing the Account Names (Probably a Bug Already Reported). But, if you open the lead link in another window/tab then it shows the account name.

It shouldn't be creating account records. That's a bug resolved in 5.1.0 patch C. I suggest upgrading to patch C released this week.
