Smtp setup

OK so I have tried and tried again on the smtp setup and still can't get it. I have set it up useing a valid email account on our hosting site.(my email account) and nothing. We are hosting with Network Solutions on a shared package. I used the setting from outlook to set this up so I am not sure what is up.
Error Log shows this:
Wed Sep 21 15:28:06 2011 [4999][1][FATAL] SMTP -> ERROR: Failed to connect to server. Code: 110 Reply: Connection timed out
Wed Sep 21 15:28:06 2011 [4999][1][FATAL] SugarPHPMailer encountered an error: SMTP Error: Could not connect to SMTP host.
Wed Sep 21 15:28:06 2011 [4999][1][FATAL] SugarPHPMailer encountered an error: An outgoing mail server is not configured to send emails. Please configure an outgoing mail server or select an outgoing mail server for the mail account that you are using in Settings >> Mail Account.


So at this time I am stuck on it.
Any ideas or other info I canget Please let me know
