SOAP Error - Switch from current encoding to specified encoding not supported

When I try to go to the soap.php : http://xxx/sugarcrm/soap.php?wsdl
I get this error :

Switch from current encoding to specified encoding not supported.
Error processing resource 'http://xxx/sugarcrm...
<?xml version="1.0" encoding="ISO-8859-1"?>

I used the SugarCRM CE 5.0.0c on SQL Server 2005.
I already set the Admin - Locale Setting - Default Export Character Set: "ISO-8859-1".
but it seems no effect.

hhhmmm.. is it too stupid to ask or nobody has solution for this kind of problem ?
btw, right now I just install a new sugarcrm and not get this kind of error.
