some campaign emails have "if gte mso 9" garbage

Our campaign sends 90 emails each hour.
For one of those hourly batches, the email was all garbaged up. It looked like this:

All the other batches went out OK. I think they all have this stuff in them, but it's usually invisible.

We can't really use Sugar campaigns anymore until we figure out why it did this.
Any ideas why this might have happened?

try to check all "Email Security Settings" check box in sugar admin.

Thanks, but that doesn't seem to have anything to do with outgoing mail, just incoming mail.
Or does it?

It says:
Email Security Settings
Check the following that should NOT be allowed in via InboundEmail or displayed in the Emails module.

Preserve raw email source, including potentially harmful content. This option will only preserve raw messages in the database; it will not let unfiltered content through the SugarCRM UI.
This may compromise your system.

Toggle All Options

Select Outlook default minimum security precautions (errors on the side of correct display).
