Strange Problem module loaded

Another interesting problem.

I have just restored my sugar onto a new server, restored my data from a mysql backup, but I have a small problem - I cannot load any modules at all when I choose the module loader it gives me a path error

Error: PCLZIP_ERR_MISSING_FILE (-4) : Missing archive file 'cache/upload/upgrades/module/InvoiceGeneratorv1.3a.zip'

strange . . .

where is this path stored, i guess it must be in a sugarcrm table somewhere, any ideas please

OK so I created the file, but now I have a problem, the module loader does not show!! nothing - just a blank page.
