Studio layout chnages will not deploy

SugarCRM CE 5.2.0.i converted from 4.5 in place
IIS 6.0
Windows 2003 server sp2

I can create and save layout changes in the studio but deploy has no effect. I am told "deploy complete" but the changes are not seen.
CRM folder has FULL ACCESS for all users on server.
When I activate the display stack trace I get an error about a missing index CENTER when loading studio.

I cannot deploy ANY changes to ANY module. My users need to have their custom fields and I am running out of fixes to try.

ALL suggestions wanted.

check your custom and cache folder file permission.
and clear your cache and deploy the page.

Still an issue...beating head against wall.

Persmissions are set:
Windows security on folder tree: Everyone - Full Access (777) / IIS Web user - Full Access
IIS permissions: R/W

Ended up installing clean 5.2.0i and then modifying config.php to use the converted database. This is allowing the customizations to be pushed out for panels and rows.

New issue; the custom fields will not hold a display label.

I went into Studio to edit the custom fields and I cannot get the Display label to save. I went into the database and forced a label on a field and it then shows in the Custom Field page.

I added the field to a Detail layout and it is using the field name as the label. I tried to edit the properties on the layout and set a label. It saved and looks good until I deploy, then it reverts back to the field name. I can set the panel label and it saves.
