    Default subpanel prob

i have created 2 modules myusers and mybills.
i want to display mybills subpanel in myusers and i dont want to display mybills module in header and footer.
so i havent written mybills in $modulelist in modules.php file.

if i add that module name in modulelist array in module.php then it works fine, but i don't want that show that module name in the menu so i have removed that module name from the modulelist array in module.php and then subpanel will gone from that page so any body can say me how can i do this thing ?
