Sugar CE5.5 Layout Issue

I have just installed Sugar CE 5.5, but it definitely is not showing up how it is supposed to. I have attached some screenshots and if anyone has an idea of why this is happening, and how to fix it that would be greatly appreciated.

Check the permissions to the <sugar>/cache directory. This is a common issue when they are not set correctly.

I have gone through and checked all the permissions and changed them both to 775/664 and 777/666 and the layout issue still remains.

I don't know of any other solution. Several others have reported the same exact problem (searching forums should turn up those threads) and its always been a permissions problem.
