Sugar CRM layout change

Here is how the layout of my sugarcrm looks like:

It happend after upgrading to 5.5, but also may be caused by changes in php.ini.
Any suggestions for how to get back to normal page layout?

Hi

I had the same result when I tried to install SCE 5.5 on my Internet web host
When installed it locally on Xampp the result was a normal appearance.

Dug a little and then gave up to focus on more urgent needs

Thank you very much. Setting permisssions right solved the problem. More than that, dashbord also started showing charts. Never worked for me before.
