Is Sugar designed to be used online? So I can access anywhere in the world?
If so can the free community verison also be used online?
If so, how do I get it online to use?
I have an account with hostgator for my website.

Yes to all your questions re: using it online.
I am not aware of any specific instructions for Hostgator, but it is possible to use it. I have multiple installs running on it without problem.
