Sugar URL

I have email alerts that insert the link to the case noted in the email. However, the URL that the link goes to, is not correct. Also, if i login my laptop from work, and then go home, it tells me my ip address has changed, click here to login, that url is the same incorrect URL.

Where does sugar pull this URL?

I found it, it is in config.php site_url
