You need to set the permissions on your install directly to allow the user under which the web server is running full access to the files.

A combination of chmod 766 and chown -R might be needed.. !!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!

sorry,i'm forget tell you,i have chmod -R 777 crm,and have chown -R apache.crm ,but the system still erro,who can help me?

I don't know of any other reason as to why a permissions error would come up other than the permissions not being set correctly.

You need to double check your settings as there is no other solution that I know of.
