System Locale Settings: wont save??

Hello,

I have my CRM CE running fine the only issue is when i try to change the 'System Locale Settings'

i chose the Australian date format dd/mm/yy and choose save but when i return and look at it it hasnt changed at all??

not sure why this is

I want to say : all. Check and change the rights of the files to have the possibility to edit them (if you can't).
