"Systems Setting" page not working (just blank)

I installed Sugar 4.2a on a Fedora Core 5 system with mysql running on it. I noticed however while trying to configure the Sugar Admin, when i click 'configure system-wide settings' link the system settings page is just blank showing nothing. I have installed the Sugar-Asterisk Integration Patch as I need to integrate the Sugar with Asterisk, however I cannot access the System Settings page to even configure the Asterisk Settings, anybody encountered this kind of problem before or maybe have an idea on what is going on. Help will be appreciated. Kind Regards

Was any Apache log produced?

What happens if you set register_long_arrays = On (and reload httpd) ?
