Tag Groups are blank

Attached is how it currently looks. No changes made. It should have the standard tab look with the gradient bar going along the tab row. When hovered it should have the blue tab with the group name in white text. Instead it is just white. Any ideas?

Edit: How do I edit the post title? Slipped and typed Tag instead of Tab...
