As an admin user, is it possible to create a user without him/her seeing the email addresses of targets or leads?

Let me see if I understood.

You want to create a user which can not view the emails from Targets and Leads?
It can be done easily using the Professional or Enterprise SugarCRM 5.0.
Using the SugarCRM 5.0 CE you can do that extending the view.detail.php and view.edit.php in the Targets and Leads module.
