Target List Export doesnt contain all contacts

When I export a Target List, the csv file does not contain the same number of records that is reported by the web interface.

For example one target list has 312 contacts. But when exported the Excel sheet contains only 288. Another has 67 contacts but only 47 export.

Accessing the database directly I have found the contacts that are not included, I dont see anything wrong, but if I try to access their record I receive error "Error retrieving record. This record may be deleted or you may not be authorized to view it."

I am accessing as superadmin so i dont think permission are to blame

Ok I found that the target list export is exporting only the contacts/leads with an email address....

Which is not always a good behavior... I wonder if this should not be filed as a bug ?
