Time wrong in email notices

We have noticed that the due date has the wrong time in email notices. It appears as though the database stores the times in GMT +0 which appears to be what is emailed, not the time based on the time zone set on the system or in the individual's account. Is there a fix for this or am I doing something wrong?

Am I not getting any replies because there is already a FAQ entry or a bug posted concerning this that I am failing to find?

Bug 9483 better describes my problem I think, but it says it was fixed in the release I am using. I can't find it any the release notes for 4.5.0f? But it also shows a bug status of "New"? Thanks for the reply.
