Timezone change is incorrect

My issue is this. SugarCRM Servertime is GMT-5, I'm on the east coast so I have set my timezone to GMT-5 which is fine.

I go and schedule a meeting, everything is a-ok. I schedule the meeting for 11:00AM (1600GMT) however (and here is my problem). If I go and change my timezone to, say, Pacific (GMT-8) the time for the meeting says 14:00!!! It should be 08:00!!

I've checked, tested, and double checked this error and I can't seem to track it down, I checked TimeDate.php, everything is fine, I've checked timezones.php and they are all configured correctly. I don't know where else to look. This seems to be happening on a mass scale on our site. If a user changes his/her timezone from the my account page, all the times are messed up. They ADD instead of SUBTRACT the time difference.

Any help would be greatly appreciated.

I think there were a few bugs fixed in the timezone handling during the 4.0 period (4.2 is current now). I would try updating to the latest 4.0.x patch at least.

You'll probably need to install the 4.0.0 -> 4.0.1 upgrade patch and then the 4.0.1g cumulative patch, both available here:
