Top Menu missing drop down contents

My menu at the top does not drop down with the contents anymore like when i place the mouse over marketing it does not change to show the contents. It might have been caused by some modules i uninstalled but after installing them all again still not working. Any idea on how to fix this?

anyone have any ideas? i found some previous threads that said it might have been permissions but i have tried to rectify that and still no luck.

no ideas from anyone? the menu at the top when i click on the tabs does not change it just puts a # at the end of the address.
