Transferring customizations

What would be the best way to transfer custom fields, workflows and various administrators settings from a development machine to the production machine?

If you can use your development version, simply dump your db and copy paste your code.
Else copy paste your code (don't replace cache/upload directory) and execute a sql script that create new fields and insert new records in db.

can anyone tell me what i need to copy to get my custom fields transfered from one system to another?

i've taken a dump of the database from the dev system and created a new db from it on the production system. also copied over the custom directory which gave me my custom labels. however custom fields i added have not been transfered. where are they?
