Trouble with ACL after upgrading 4.5f to 4.5g

There were some post about this yesterday...

After applying the upgrade the admin had only restricted access to the modules of sugar (the role which was created last was default-role for all users). After deleting all roles everything was fine again. The problem came back after I created the roles again.

Repairing the relationships didn't help. Today, I looked for differences between the files from "f" and the new "g" ones and found, that there were some modifications in modules/ACLAction/ACLAction.php on line 197.

I put the "old" f-File into the folder and everything is working again. The question is now: Why? What happens? Is there some file missing in the patch-zip or went something wrong with the upgrade?

Upgrade process didn't show any errors, all files were replaced by sugar, no files to merge manually.
