Unable to create/edit Bugs or new users sugar 5.5.1RC2

I previously had 5.1 running, but I upgraded to 5.5.1RC2 (starting from 5.1 to 5.2, then to 5.5.1RC2). I thought the upgrade might solve my problem, but it didn't.
I was trying to remove a custom relationship from sugar, following the steps outlined here: http://www.sugarcrm.com/forums/showthread.php?t=37781
This didn't work. The relationship was between the Projects module and Bugs. Since attempting to remove the relationship, I now am unable to create or edit Bugs. I can open the form to enter/edit a Bug, but nothing happens when I click on the Save button.
I just noticed that this is also happening now to users. When I go to add or edit a sugar user from the admin screen, nothing happens when I click on the Save button. It stays at the edit screen and never saves anything.
