Unable to effectively edit Contacts module

Latest f version of OS SugarCRM. Want to edit the Contacts module layout. I for the life of me can not see how to repostion the fields from the default. I try to drag them and on most fields the cursor will not change. When I can get it to drag I try to drop it in a location and I jumps back to it's original position.

Since 1992 I have been customizing screens for CRM programs like ACT!, GoldMine and many others but I have never seen a more confusing and undocumented "customization" feature. Where oh where is a tutorial on this?? Is just this buggy code?

Make sure that your /cache & /custom folders are writeable.
