Hello all, I'm trying to deploy the bug tracker module for our organization however for some reason non-admin users can not access the module. They get the following error when they try to access a record

"Unauthorized access to administration"

Does anyone have any idea how to get around this or where the problem might be?

I've already checked user permissions for the module and everything is set to "All" so I don't think that's the issue.
