User Accounts Not Displaying Default Settings

I set the tab order in the Admin section so the home page displays first in the line of module tabs and it is the default page upon login. About half the user accounts work but the other half do not display the change. I have tried quick repair and deleted the templates cache.

Sugar Community v 5.2j
Windows XP on the desktops
Apache running Windows 03 server
Sql 2005
latest php version

hello,

when you create a new user, the user's default settings will mirror the default system settings. If you made the changes after all the users were created, then you would need to go into each user and change the personal settings for those users
