If you have a copy of database used by previous sugar instalation, you could just make a backup of the desired tables of this database, then a sql file is generated.
You could edit this sql file, to make it points to the new database, and also remove all drop/create table statments, leaving just the inserts commands.
Just run this edited file over your new user database, and all records from previous sugar will be there.
